In the world of vaccines the impossible is often right around the corner.  New anti-aging vaccines will increase your life by decades, but at a cost:  1/5 of those injected will have terminal side effects.  The HIV vaccine is cheap but the USDA won't back it with its unpredictable 73% success rate causing sales to move to the black market.  And a small theatre exercise involving an old strain of Small Pox quickly wreaks havoc with the unvaccinated population of New York.
